Engineering Requirements for LA Backyard Projects

Engineering isn't glamorous, but it's what keeps your pool from cracking, your retaining wall from collapsing, and your patio from flooding. In Los Angeles, different project elements require different engineering specialties—and knowing which you need prevents permit delays and costly surprises.

Types of Engineers for Outdoor Projects

Structural Engineer

Structural engineers calculate loads, forces, and stresses to ensure things don't collapse. For backyard projects, you need structural engineering for:

  • Swimming pools and spas (pool shell design)
  • Retaining walls over 4 feet high
  • Covered structures attached to the house
  • Hillside decks and elevated platforms
  • Pool houses and accessory structures
  • Large pergolas or shade structures

Cost: $1,500-$5,000 for pool engineering; $2,500-$8,000 for complex hillside projects

Soils Engineer (Geotechnical)

Soils engineers test your dirt. Seriously. They determine:

  • Soil bearing capacity (can it support structures?)
  • Soil expansion potential (will it move and crack things?)
  • Groundwater conditions (water table issues)
  • Recommendations for foundations and footings

Soils reports are required for most hillside projects and recommended for pools in areas with expansive or unstable soils. Cost: $1,500-$3,500 for a basic report.

Civil Engineer

Civil engineers handle site-level concerns:

  • Grading plans (how earth moves around your property)
  • Drainage design (where water goes during rain)
  • Stormwater management (SUSMP compliance)
  • Utility connections and routing

Required when you're significantly changing grades or for hillside properties. Cost: $2,000-$6,000 for residential projects.

What Triggers Engineering Requirements

In Los Angeles, LADBS requires engineering for:

  • All swimming pools and spas (structural calculations)
  • Retaining walls over 4 feet from bottom of footing
  • Properties in hillside zones (additional requirements)
  • Projects that change drainage patterns significantly
  • Structures over 120 square feet
  • Anything attached to your home structurally

💡 Pro Tip

Even on flat lots, pools always require structural engineering. It's just how the building code works—there's no way around it.

Hillside Properties: Extra Requirements

If your property is in a designated hillside area (most of the Santa Monica Mountains, Hollywood Hills, etc.), expect:

  • Mandatory soils report
  • Geology report (separate from soils)
  • Haul route for soil export
  • Additional structural requirements for caissons or piers
  • Longer permit timelines (6-12+ months)
  • Multiple city department reviews

Hillside projects aren't impossible—we do them regularly—but they require more upfront engineering and patience with the permit process.

Engineering Costs by Project Type

Typical engineering costs in Los Angeles:

  • Pool on flat lot: $1,500-$2,500 (structural only)
  • Pool on hillside: $4,000-$8,000 (structural + soils + civil)
  • Retaining wall under 6 feet: $1,500-$3,000
  • Major retaining wall with caissons: $5,000-$12,000
  • Covered patio/pergola: $1,500-$3,000
  • Pool house or ADU: $3,000-$8,000

How We Handle Engineering at Moda

We work with the same engineers on most projects. This matters because:

  • They know what LA inspectors expect
  • Turnaround is faster (established relationships)
  • They've already solved problems similar to yours
  • Coordination between engineering disciplines is smoother
The hillside requirements seemed overwhelming until Moda explained the process. They handled all the engineering coordination. — Michael T.

Frequently Asked Questions

Does every pool need engineering in Los Angeles?

Yes—structural engineering for the pool shell is required for all pools. Hillside properties also need soils and civil engineering.

How much does pool engineering cost?

Flat lots: $1,500-$2,500. Hillside properties: $4,000-$8,000+ depending on complexity and additional reports required.

What's a soils report and when do I need one?

A soils report analyzes ground conditions. Required for hillside properties and recommended for pools in areas with expansive soils.

Why do hillside pools cost more?

Additional engineering (soils, geology, civil), more complex structural requirements (caissons), longer permit timelines, and more difficult construction access.
